Who Receives a Ballot
The Eligible Units section shows which units will vote in this election. One ballot goes to each active unit that has a contact able to receive email.
Units that are excluded
A unit is excluded when it has no contact assigned, or when its only contacts have unsubscribed or have an invalid address. Excluded units are shown with a warning, and you can fix the assignments before launching.
Excluding a unit is sometimes correct — an unsold lot has no owner to vote. What matters is that you know which units are affected and can decide.
The list is fixed at launch
Once launched, the ballot list no longer changes. Assigning a contact to a unit afterward does not create a ballot for it, and unassigning one does not revoke a ballot already sent.
